Many of the districts were formed based on DWR Bulletin 155-94 through General District Acts or Special District Acts. The California Department of Public Health public water system boundaries were obtained from the Department's Environmental Health Tracking Program Drinking Water Systems Geographic Reporting Tool where customer service area boundaries were identified and digitized. These data were compiled into a master list of water utilities for information needed during the 2014 California Drought. The boundaries were the best available data to date. Each normalized agency where a boundary existed was included in the dataset. Spatial consistency does not apply to this dataset since the boundaries are compiled from parts of various datasets. Boundaries from the following organizations were included in the original dataset: Agricultural water management plans, Urban water management plans, California Department of Public Health water systems, water agency boundaries from Northern, North Central South Central and Southern Regions offices of DWR which include public water agencies, private water agencies, State Water Project Contractors, federal water contractors, Reclamation Districts, CASGEM monitoring entities, community service districts. As of the writing of this metadata, the dataset is considered complete. Additional boundaries will be included when identified. Modifications to existing boundaries will take place when more accurate information is obtained from source. Attribute accuracy was verified by sorting on each field to ensure no blank or null values were present. All features have an Agency Name, Agency Unique ID, ModifiedBy value. Exceptions: There are 166 records that have null values for LastModified Date field. There are 176 records that have null values for DateDataAppliesTo. Source Comments field may contain null values and remain empty until needed. Most records were complete with values represented in all fields except for those listed above. Some records have not been identified for names. The “@” at the end of the name is included in the Agency Name field. A future effort will have to identify the names of these water utilities.
