<idAbs>The dataset is a feature class showing the boundaries of 514 groundwater basins and subbasins as defined by the California Department of Water Resources as last modified by the Basin Boundary Emergency Regulation adopted on October 21, 2015 and subsequent modifications requested through the Basin Boundary Modification Request Process. The file is in ESRI geodatabase format and is intended for use with compatible GIS software. Groundwater basins are represented as polygon features and designated on the basis of geological and hydrological conditions - usually the occurrence of alluvial or unconsolidated deposits. When practical, large basins are also subdivided by political boundaries, as in the Central Valley. Basins are named and numbered per the convention of the Department of Water Resources. The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR GIS Spatial Data Standards. DWR makes no warranties or guarantees, either expressed or implied, as to the completeness, accuracy or correctness of the data, nor accepts or assumes any liability arising from or for any incorrect, incomplete or misleading subject data. The official DWR GIS Data Steward for this dataset is Brett Wyckoff, who may be contacted at 916-651-9283, or at brett.wyckoff@water.ca.gov. Comments, problems, improvements, updates, or suggestions should be forwarded to the official GIS Data Steward as available and appropriate.</idAbs>
<idPurp>Bulletin 118 defines the recognized groundwater basins and subbasins throughout the State of California. The Bulletin 118 document provides information on these basins/subbasins and the nature and extent of groundwater occurrence and management within the State. The Bulletin 118 dataset makes the geographic locations and extent of the 514 basins/subbasins publically available, for use in external mapping/GIS applications.</idPurp>

<suppInfo>Origination of Data - The basin boundaries for the groundwater basin map were primarily defined using geologic contacts and hydrogeologic divides. Specifically, the identification of the groundwater basins was initially based on the presence and areal extent of unconsolidated alluvial soils identified on 1:250,000 scale geologic maps provided by the California Department of Conservation, Division of Mines and Geology. The identified groundwater basin areas were then further evaluated through review of relevant geologic and hydrogeologic reports, well completion reports, court-determined adjudicated basin boundaries, and contact with local agencies to refine the basin boundaries. Date - The 5.2 version of DWR’s Bulletin 118 dataset, and is available at: https://data.cnra.ca.gov/dataset/ca-bulletin-118-groundwater-basins. Draft changes to the 5.2 version of the dataset are in accordance with Basin Boundary Modifications as presented in the BBMRS. The current dataset was updated at the time the latest Bulletin 118 document was produced, and is based on geological maps and other information available at that time. There have been minor corrections to the dataset since that time, as described in the data lineage. Additional Contacts - Contacts Statewide Data Steward: Brett Wyckoff Senior Engineering Geologist California Department of Water Resources Division of Integrated Regional Water Management (916) 651-9283 Brett.Wyckoff@water.ca.gov Region Office Data Sub-stewards: Northern Region Office Michelle Dooley Engineering Geologist (530) 529-7380 Michelle.Dooley@water.ca.gov North-Central Region Office Bill Brewster Engineering Geologist (916) 376-9622 Bill.Brewster@water.ca.gov South-Central Region Office Dane Mathis Supervising Engineering Geologist (559) 230-3354 Dane.Mathis@water.ca.gov Southern Region Office Tim Ross Supervising Engineering Geologist (818) 549-2345 Timothy.Ross@water.ca.gov Update Frequency: Changes to the dataset are made on an infrequent and irregular basis. Minor changes are occasionally made and will be documented in the metadata. Substantial changes, such as the extent of a basin boundary, must be completed as part of a public process, where the changes are proposed and public review and comment are welcomed before any changes are finalized. README_GSP Alternatives The Sustainable Groundwater Management Act (SGMA) established a process for local agencies to develop an Alternative in lieu of a Groundwater Sustainability Plan (GSP) (see Water Code §10733.6) for evaluation by DWR. An Alternative is required to be submitted to DWR for review no later than January 1, 2017, and every 5 years thereafter. GSP alternatives encompass entire groundwater basins so a separate feature class was not created. To extract the basins where alternatives were submitted, use the most recent feature class of Groundwater Basin boundaries from the DWR production atlas i08_B118_CA_GroundwaterBasins. Join the table GSP_Alternatives.xlsx to the groundwater basins feature class using the Basin_Subbasin _Number field in both the feature class and the table. Note: A geodatabase feature class table can be created from the Excel table and used for the Join.</suppInfo>

<stepDesc>In an effort to realign locations of groundwater basins and subbasins, a process was set up to review the boundaries of all groundwater basins and subbasins to ensure they were aligned with the most current geologic boundaries. This process step was undertaken to review and correct some of the errors related to geologic boundaries. We reviewed each basin written description to provide a list of which basin boundaries referred to a geologic boundary and subsequently needed to have their geologic boundary portions reviewed. Once we had a list of the basins that needed review, we reviewed them with the using the California Geologic Survey maps of 1:250,000 scale (Regional Geoloci Map Series and The Geologic Atlas of California), and when readily available at other larger scale (more detailed) published geologic maps to ensure accurate coincidence of boundaries. For this review, High and Medium Priority basins with discrepancies between the linework and written description were sorted as having “significant”, “major”, or “minor” geologic issues. DWR has made adjustments to basin boundaries having a significant geologic issue, and an unambiguous written description. These realignments are not an adjustment to the written text contained within the Bulletin 118 but an attempt to better capture geographically the written descriptions.</stepDesc>

<stepDesc>Following the adoption of DWR’s Basin Boundary Emergency Regulations, DWR provided an online Basin Boundary Assessment Tool (BBAT) to inform local agencies and the public about the existing Bulletin 118 groundwater basins and other relevant geologic and geographic data. DWR developed a Basin Boundary Modification Request System to enable local agencies to submit their requests for basin boundary modifications online, and the public to view those requests and provide comments. The draft approved basin boundary modifications were developed through DWR’s technical review of basin boundary modification requests and public comment made during the submission period, January 1, 2016 through March 31, 2016.DWR held a series of public meetings to present the Draft Approved Basin Boundary Modifications, provide an overview of the BBMRS and technical review process, answer clarifying questions and receive further public comments on the Draft Approved Basin Boundary Modification submissions. After the public meetings, the public comments were summarized and presented to the California Water Commission. Following consideration and potential incorporation of comments heard, DWR will publish the final basin boundary modifications. These basin boundary modifications were incorporated into the dataset.</stepDesc>
