<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This dataset represents the relative position and extent of encroachment permits created by the Geomatics Branch to support real property management within the Department of Water Resources right of way. Permit boundaries were defined using the best available resources for each case, ranging from submitted plans to narratives from older records. The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 3.6, dated September 27, 2023. DWR makes no warranties or guarantees either expressed or implied as to the completeness, accuracy, or correctness of the data. DWR neither accepts nor assumes liability arising from or for any incorrect, incomplete, or misleading subject data. The official DWR GIS steward for this data set is Nathan Buchholz, who may be contacted at 916-695-0931, or at nathan.buchholz@water.ca.gov. All features were created with topological consistency and minimization of gaps and overlaps between features in mind.
All features were created with topological consistency and minimization of gaps and overlaps between features in mind.
Features were created from various sources, with the highest accuracy achieved by tracing georeferenced raster images of plans with defined coordinates. In cases where only a narrative description was provided, features were approximated as an arbitrary square within the parcel where the permit was executed. Every effort was made to ensure the completeness of the records; however, some features were inevitably missed. These will be added to the dataset as they are identified.
Features were created with topological consistency, ensuring minimal gaps and overlaps. Given the ambiguity of older permits and the varying accuracy of submitted plans, the extents of permitted features are depicted in a way that best represents their intent and graphical clarity.

Features were created from submitted plans outlining the extent of activity within the Department’s right-of-way. These plans were georeferenced to the parcel framework, and the construction activity within the right-of-way was delineated as a polygon. Relevant permit information was then recorded in the attributes. Each submission is tracked until it receives approval, denial, or other actions from the Department or the applicant.
