<idAbs><DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The 2003 Solano County land use survey data set was developed by DWR through its Division of Planning and Local Assistance which, following reorganization in 2009, is now called Division of Statewide Integrated Water Management (DSIWM). The data was gathered using aerial photography and extensive field visits, the land use boundaries and attributes were digitized, and the resultant data went through standard quality control procedures before finalizing. The land uses that were gathered were detailed agricultural land uses, and lesser detailed urban and native vegetation land uses. The data was gathered, digitized and quality control procedures were performed jointly by staff at DWR’s DSIWM headquarters and North Central Region. Important Points about Using this Data Set: 1. The land use boundaries were drawn on-screen using orthorectified imagery. They were drawn to depict observable areas of the same land use. They were not drawn to represent legal parcel (ownership) boundaries, or meant to be used as parcel boundaries. 2. This survey was a "snapshot" in time. The indicated land use attributes of each delineated area (polygon) were based upon what the surveyor saw in the field at that time, and, to an extent possible, whatever additional information the aerial photography might provide. The DWR land use attribute structure allows for up to three crops per delineated area (polygon). Fields outside of the Montezuma Hills were surveyed in May to map winter grain and again during the summer to collect data on other annual and perennial crops. In the cases where there were crops grown before the survey took place, the surveyor may or may not have been able to detect them from the field or the photographs. For crops planted after the survey date, the surveyor could not account for these crops. Thus, although the data is very accurate for that point in time, it may not be an accurate determination of what was grown in the fields for the whole year. If the area being surveyed does have double or multicropping systems, it is likely that there are more crops grown than could be surveyed with a "snapshot". 3. If the data is to be brought into a GIS for analysis of cropped (or planted) acreage, two things must be understood: a. The acreage of each field delineated is the gross area of the field. The amount of actual planted and irrigated acreage will always be less than the gross acreage, because of ditches, farm roads, other roads, farmsteads, etc. Thus, a delineated corn field may have a GIS calculated acreage of 40 acres but will have a smaller cropped (or net) acreage, maybe 38 acres. b. Double and multicropping must be taken into account. A delineated field of 40 acres might have been cropped first with grain, then with corn, and coded as such. To estimate actual cropped acres, the two crops are added together (38 acres of grain and 38 acres of corn) which results in a total of 76 acres of net crop (or planted) acres. 4. Not all land use codes will be represented in the survey. 5. This survey contains areas where land use data was not collected. These are indicated by “NS” in the class1 field. The non-surveyed area is located primarily in the Montezuma Hills near the Sacramento-San Joaquin River Delta, but also includes a few polygons outside that area. Many fields in the Montezuma Hills are usually planted to non-irrigated grain, so using only the fields mapped as “grain” to calculate acreage in this survey is likely to undercount the actual acres of grain grown in Solano County in 2003. 6. Sources of the irrigation water are included in this land use data. Water sources were determined through a combination of noting groundwater wells in the field and using the boundaries of Solano Irrigation District, Maine Prairie Water District, Reclamation District 2068 and the boundary of the Delta Service Area. We received the water district and Reclamation District boundaries from Solano Irrigation District in November of 2004. The boundaries had been recently updated at that time. There are likely to be individual fields whose actual water source is different from the source designated on our map because we did not verify water sources by contacting each grower.</SPAN></P><P><SPAN>The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 3.3, dated April 13, 2022. <suppInfo>Land-Use Data Quality Control
This dataset is the final copy of 2003 Solano County Land Use Survey. Digital surveys published on this site are designated as either ‘Final’, or ‘Provisional’, depending upon its status in a peer review process. Each survey has been zipped into a downloadable folder which contains the survey shapefile or feature class and other documentation that further explains how that specific survey was processed, and how the information is interpreted.
'Final' surveys are peer reviewed with extensive quality control methods to confirm that field polygon attributes reflect the most detailed and specific land-use classification available, using the standard DWR Land Use Legend specific to the survey year. Data sets are considered ‘final’ following the reconciliation of peer review comments and confirmation by the originating Regional Office. During final review, individual polygons are evaluated using a combination of aerial photointerpretation, satellite image multi-spectral data and time series analysis, comparison with other sources of land use data, and general knowledge of land use patterns at the local level.
'Provisional' data sets have been reviewed for conformance with DWR’s published data record format, and for general agreement with other sources of land use trends. Comments based on peer review findings may not be reconciled, and no significant edits or changes are made to the original survey data.</suppInfo>

<stepDesc>Data Development:
1. The aerial digital imagery used for this survey was purchased from Air Photo USA. The imagery, natural color and orthorectified with a 2-foot resolution, was collected August of 2002. 2. From the imagery, quad sized files were created, with 3-meter resolution. These images were used in the spring of 2003 to develop the land use boundaries that would be used in the survey. The land use boundaries were taken from the 1994 Solano County survey, and edited as appropriate with the newer, 2002 imagery. 3. These images and land use boundaries were copied onto laptop computers that, in most cases, were used as the field data collection tools. The staff took these laptops into the field and virtually all the areas were visited to positively identify the land use. The site visits occurred during May through November 2003. Land use codes were digitized directly in the laptop computers using AUTOCAD (using a standardized digitizing process). Some staff took printed aerial photos into the field and wrote directly onto these photo field sheets. The data from the photo field sheets where digitized into computers using AUTOCAD (using a standardized digitizing process) back in the office. For both data gathering techniques any land use boundary changes were noted and corrected in the office. Also, 2003 NAIP, 2 meter imagery was used to locate boundary changes that may have occurred since the 2002 AIRPHOTO imagery was taken and to check for errors in field identification. 4. After quality control/assurance procedures were completed on each file (DWG), the data was finalized. 5. The linework and attributes from each DWG quad file were brought into ARCINFO and both quad and surveywide coverages were created, and underwent quality checks. These coverages were converted to shapefiles using ARCVIEW. </stepDesc>

<prcStep>
<stepDesc>Data Accuracy:
The land use boundaries were drawn on-screen in AUTOCAD using the digital orthophotoquads as a backdrop. The resultant digital linework for those areas is 50 foot accuracy. The land use attribute accuracy is very high, because almost every delineated field was visited in the field. The accuracy is less than 100 percent because some errors must have occurred. There are two possible sources of attribute errors which are: 1)	Human error in the identification of crop types 2)	Data entry errors

<stepDesc>Projection Information:
The original dataset was reprojected to GCS NAD83 to conform with the rest of the Atlas land use dataset. </stepDesc>
<stepDateTm>2011-02-11</stepDateTm>
</prcStep>
<prcStep>
<stepDesc>Land Use Attributes:
All land use attributes were coded using the Department's Standard Land Use Legend dated March 1999 (98legend.pdf). The legend explains in detail how each delineated area is attributed in the field, and what the coding system is. The actual land use code that surveyors print onto the field maps is different in arrangement than the codes that result from the digitizing process. The file attributes.pdf is a detailed explanation of the coding system used for both coding the field sheets, and the codes that are in digitized form in the database files associated with the shapefiles. </stepDesc>

<attrdef>This is a special condition for the first land use, which is a letter (only one is used per polygon). It is not mandatory to have a special condition code after a Class code.</attrdef>
<attrdefs>California Department of Water Resources</attrdefs>
<attrdomv>
<udom>Following are special condition codes: A - ABANDONED ORCHARDS AND VINEYARDS Trees or vines must be in such a condition that renewal of cultural practices would restore economic production. Example: D1-A indicates an apple orchard previously in production but now abandoned. B - BURNED OVER AREAS Indicated by "B". The type and density of natural cover destroyed by fire maybe obtained by examination of aerial photographs or satellite imagery. Example: NV7-B indicates oak grassland recently burned over. C – GREEN CHOPPED Grain or field crops harvested early for livestock feed D - HIGH DENSITY ORCHARDS Indicates the density of trees is higher than normally expected (used with D and C classes). E – ECOSYSTEM RESTORATION Native vegetation or riparian areas that have undergone restoration (used with NV and NR classes). F - FALLOW LANDS Land not cropped during the current crop season, but cropped during the previous crop season. (1) If no crop residue is apparent or identifiable then the "F" symbol will follow the agricultural class symbol for the crop most representative of those grown in the area. Example: T-F indicates fallow land within a truck crop area (with facilities for irrigation). (2) If the crop residue is apparent and identifiable but is not from the current crop season covered by the survey then the field is considered fallow and mapped as the class of the crop residue. Example: Surveyor found old sugar beet residue not from current season. Land would be mapped F-F. (3) If the crop residue is identifiable as that of a crop which was grown during the survey period, then the field is mapped as though the crop existed. Example: Surveyor found carrot residue from current growing season. Land would be mapped T6. G – COVER CROP Indicates where grain, field, or pasture type crops have been planted for soil stabilization or for cover crops grown between rows of deciduous and subtropical trees and vines. H – HARVESTED CROP Indicates the identified crop was harvested at the time of the survey (used with truck, field, and grain crops). K - FREEWAYS The area within the freeway right of way. Examples: UV-K indicates urban vacant, unsegregated, with a freeway special condition (all areas within the freeway right of way). UV4-K indicates the urban vacant paved areas with a freeway special condition (the paved portion within the freeway right of way.) UL3-K indicates irrigated urban landscape with a freeway special condition (irrigated landscape portion within the freeway right of way). R - RECREATIONAL To be used with urban residential, commercial, and vacant (recreational vehicle parks and camp sites) within primarily a seasonal recreational area. S - SEED CROP Indicates any crop grown for seed. Example: P1-S indicates an irrigated alfalfa seed crop. T - TILLED LANDS Land prepared for immediate planting, or just newly planted, including the appearance of seed lines or unidentifiable tiny seedlings. Example: T-T indicates tilled land (either prepared for planting or just planted) in a predominately truck crop area. U – INTERPRETED LANDUSE Indicates that the land use was determined using other means than visual field verification. X - PARTIALLY IRRIGATED CROPS Crops irrigated for only part of their normal irrigation season. Example: P3-X indicates partially irrigated mixed pasture. Y - YOUNG CROPS Indicates the identified crop is at early stages of growth (used with non-bearing orchards and vineyards, and truck, field, and grain crops). Example: C3-Y indicates young non-bearing oranges. Z - RECLAMATION Land being leached for the removal of harmful salts. This symbol will be used following either the “Idle” symbol or symbols of crops grown as a step in the reclamation process. Example: I2-Z indicates new lands being leached in preparation for crop production. Example: I2-Z indicates new lands being leached in preparation for crop production.</udom>
