<idPurp>This data set was collected to create a comprehensive platform to visualize lands (parcels) where SSJDD has ownership or rights on. The parcels include geospatial data and links to related source documents and were created from DWR's cadastral records currently represented as digital GIS, CAD, and scanned documents as well as hardcopy records stored in binders and filing cabinets at DWR headquarters. DWR requires GIS based parcel data to manage land records defining the location of SSJDD land rights and easements for the CVFPB. The GIS representation of land records provides an index to property records, and CAD COGO based mapping will enable the CVFPB and other entities to more efficiently identify property rights. This data set was created to improve the efficiency accessing the land records and the organization of the land records. It is anticipated this data set will serve as the authoritative source for the next 50-100 years when managed with incremental updates reflecting ongoing updates to parcel ownership and rights.
The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 3.1, dated September 11, 2019. In this conversion process, the polygons need to be converted. • Verify and/or assign the projection of the resulting polygon feature class matches the AutoCAD input. • Verify the AutoCAD layer names have become attributes of the polygon feature class. These attributes contain the DWR Parcel Number which becomes a primary attribute in the final feature class. • Verify all features were converted from AutoCAD drawing. • Use ArcGIS tools to Check and Repair Geometries. Manually review and compare any features these tools detect as having issues. • Verify all features are single part features. 1. Process Attributes - Process the attribute data as needed to get the DWR Parcel Number (SSJDD Parcel Number - KeyNo in the attributes) and/or Deed number as individual attributes. This attribute value will be used to join the features to records in the Excel Attribute Take Off sheet in later steps. 2. Loading Into Final GDB Design - Load the staging polygon feature class into the schema of the final GDB feature class design feature class, DWRParcelEasement. In this loading, the DWR Parcel Number and/or Deed Number atttibute needs to be part of the load process. 3. Confirm load process was successful. Check feature count, feature extents, and attributes. 4. Topology Check and Rep011 - Use the GDB Topology to validate the topology of the feature class. Report any errors back to drafters for correction. 5. Excel Take Off Attribute Transfer - Use ArcGIS tools to join the feature class to the Excel Attribute Take Off sheet. Convert this Excel file to a GDB table if needed for this task. Copy the attributes from the Excel table to the corresponding attributes in the feature class. Use ArcMap Validate tools to validate all domain managed attributes. 6. Document Catalog Processing and Loading - Load the Document Catalog created during the drafting process into the Document Catalog and FeatureToDocumentCatalog tables in the GDB. <stepDesc>Create DWR Parcel (SSJDD parcel) using COGO Deeds are the source for mapping the parcel boundary and for identifying the associated rights. The goal of deed mapping is using CAD (computer aided drafting through the use of AutoDesk Civil 3d ) to create geometry (COGO - coordinate geometry) that reflects the deed precisely without concern of adjacent deeds. The geometry of each deed should have integrity with the description. Deviations will be noted on the CAD drawing using text annotation. 1. Read the description to get an understanding of the area represented by the Deed. Viewing the tracing simultaneously assists in visualizing the association of the deed description with its geometry. 2. Note locations of calls within the description to help plan the boundary mapping sequence giving priority to bearing and distance first. 3. Create a New deed drawing by copying a CAD template and save in the record drawings folder using the Key No. for the drawing file name (Key No. is typically comprised of Deed, Parcel, and if there is Sub-Parcel, SubSub-Parcel; e.g.: 04074_4462-A). Each deed is placed in its approximate geolocation. 4. COGO documents, noting any issues and notes that may be apparent (see the end of this step for CAD linework information): a. Use the following for layers when defining the deed. Close the description along the "general" call last, utilizing visual references such as orthophotos, tracings, or assessor's line work for assistance. 6. Save boundary segments as simple features rather than a block. Do not explode polylines. 7. Enter text in the CAD with leader lines to describe call locations and other notes that will help clarify how the description was interpreted. Annotation of distance, bearings, and curve data shall be placed adjacent to the associated boundary segment. 8. Check closure precision create a closure note in the CAD file. If not within closure guidelines, then review the description against each segment of the COGO boundary looking for entry errors or perhaps errors in the deed itself. Make text notations to clarify closure or deed interpretation / blunders. 9. Review the final geometry, closure, and annotation to the description to confirm correct interpretation and representation of the geometiic boundary. Make sure the deed anomalies and calls are annotated. 10. Georeference the deed geometry to its approximate spatial location using orthophotos, assessor parcels, and other deed module as spatial references. The boundary should be translated (x &amp; y shift) to the general proximity of its apparent location without any scaling or rotation. Choose a starting point to reference the first deed within a module by looking at the VXREF-REC_DOCS for visual reference and see how closely each deed aligns with adjacent deeds and to the orthophoto references. Include other completed modules as reference. Often it is best to begin working from an adjacent module edge when the deeds on that edge align well with the orthophoto. 4. Copy the first deed into the V-GIS- modulename.dwg 5. Carefully examine common lines and calls to photo identifiable features (toe of bank, street centerlines, adjacent deeds, etc.) 6. Apply X,Y translations as needed to improve the fit to reference information. 7. Insert drawing from Record folder into V-GIS- modulename.dwg 8. Adjust parcel lines to fit topographic calls/noticeable lines of possession/deed calls. If gaps/overlaps occur, due to calls not being common between descriptions, allow line work to reflect as such. If it is apparent that the parcels are meant to abut one another, place as a block in order to maintain relationship. Work with the best fit deed first and match lower quality deeds to the higher quality deeds. 9. Once the line work has been placed and adjusted, verify that each parcel represents a closed figure. 10. Save the drawing.</stepDesc>
