Subject: In 1949, the California Legislature concluded that collecting information on newly constructed, modified or destroyed wells would be valuable in the event of underground pollution, and would provide geologic information on the State's groundwater basins. The California Water Code (Section 13700) recognizes that improperly constructed and abandoned water wells can be a source of groundwater contamination and a threat to public health, and requires water well drillers to file a Well Completion Report (WCR) form with the California Department of Water Resources (Section 13751). WCRs contain information collected by drillers during the drilling and construction of water wells, including the location, dates of construction, planned use, depth of the well, subsurface geologic units encountered, well construction, and well yield. California Water Code Section 13752 allows for the release of copies of well completion reports to governmental agencies and to the public. DWR is now making well completion reports information available online.
The associated data are considered DWR enterprise GIS data, which meet all appropriate requirements of the DWR Spatial Data Standards, specifically the DWR Spatial Data Standard version 2.1, dated March 9, 2016.
