Service Description: The feature datasets contain Phase 1 and Phase 2 municipal separate stormwater sewer system (MS4s) permittees in California. These draft layers are based on 2010 census data and they have not been updated since 2013 and there are no current plans to include them as a SWRCB web service. Most of the Phase 1 permittees encompass an entire metropolitan area. The Municipal Storm Water Program manages the Phase I Permit Program (serving municipalities over 100,000 people), the Phase II Permit Program (for municipalities less than 100,000), and the Statewide Storm Water Permit for the State of California Department of Transportation. The State Water Resources Control Board (State Water Board) and Regional Water Quality Control Boards (collectively, the Water Boards) implement and enforce the Municipal Storm Water Program.
